The Directorate General of Trade Remedies (DGTR) (earlier known as Directorate General of Anti-Dumping & Allied Duties) is an attached office of the Department of Commerce, Ministry of Commerce & Industry. The Directorate General of Anti-Dumping & Allied Duties (DGAD) which was formed in 1997 has been restructured as DGTR in May 2018 by restructuring and re-designing DGAD into DGTR by incorporating all the trade remedial functions i.e. Anti-Dumping Duty (ADD), Countervailing Duty (CVD), Safeguards Duty (SGD), Safeguards Measures (QRs) under a single window framework. Thus, the DGTR has been formed by merging of functions of DGAD, Department of Commerce, Directorate General of Safeguards, Department of Revenue and Safeguards (QR) functions of DGFT into its fold. The DGTR is a professionally integrated organization with multi-spectrum skill sets emanating from officers drawn from different services and specializations. The DGTR is a quasi-judicial body that independently undertakes investigations before making its recommendations to the Central Government. It is the single national authority for administering all trade remedial measures including anti-dumping, countervailing duties and safeguard measures. The DGTR provides a level playing field to the domestic industry against the adverse impact of the unfair trade practices like dumping and actionable subsidies from any exporting country, by using trade remedial methods under the relevant framework of the WTO arrangements, the Customs Tariff Act & Rules and other relevant laws and international agreements, in a transparent and time bound manner. It also provides trade defence support to our domestic industry and exporters in dealing with instances of trade remedy investigations instituted against them by other countries.
2. The details of anti-dumping investigations for the years 2010-11 to 2021-22 (up-to November, 2022) are shown in the following graphs:

The countries prominently figuring in anti-dumping investigations are China, European Union, Taiwan, Korea, Japan, USA, Singapore, Russia, etc. The major product categories on which anti-dumping duty has been levied are chemicals and petrochemicals, pharmaceuticals, glass and glassware, steel and other metals and consumer goods. 4. Following the coming into being of a unified trade remedial agency in India in May 2018, DGTR has undertaken significant restructuring by dividing its activities into seven well defined cells / wings, namely,
i.Policy Cell,
ii. Knowledge & Training Cell,
iii.Trade Defence Wing,
iv.Economic & Data Analytics Cell,
v.Outreach Cell, Publications Cell,
vi.Litigation Cell,
vii. Cyber Security Management Cell and Administration & Record Keeping Cell
5.The Helpdesk has been created in DGTR. Its functions inter-alia include:
∙Disseminate information to Domestic Industry regarding various Trade Remedies.
∙Hand-hold DI, especially MSMEs, in filing trade remedial petitions.
∙Guide MSMEs to remove ‘data gaps’ while filing applications.
∙Guide the Indian exporters facing Trade Remedial Investigations in other countries.
∙Provide information regarding available Non-Tariff Measures to domestic industry and advise them to avail the same with the support of concerned Administrative Ministry/ Department.
∙Provide information regarding estimated time lines for completion of various procedures and for disposal of cases.
The Help-desk has been functional in DGTR since September 2019 during office hours and till date has responded to 557 queries and concerns raised by exporters/firms or other stakeholders. This outreach to the exporting community has proved to be a very useful tool in the hands of exporters and stake holders to take an informed decision with regard to their concerns related to trade remedial measures. The outreach through Help Desk facilitate close linkage with MSMEs and Tax-Revenue Unit of Department of Revenue.
6.Functional restructuring of DGTR has enabled it to become one of the premier trade remedy regulatory agencies in the world. The publication of the Manual of Operating Practices for Trade Remedy Investigations as well as the Handbook of Operating Procedures of Trade Defence Wing, along with other publications, and their placement in the public domain during 2018-19 marked a welcome paradigm shift towards making DGTR more responsive, transparent and accountable. The Outreach Programmes conducted by the DGTR officers have increased awareness amongst stakeholders about trade remedial measures and the support that could be expected from the DGTR in trade remedial investigations against the Indian exporters. DGTR has successfully reduced the investigation period for trade remedial investigations to about nine to ten months, which is at par with the best in the world.
